E1: SCHED: Scheduler Crashing Intermittently with Semaphore Timeout Error (Doc ID 2461142.1)

Symptoms

Scheduler stops launching jobs intermittently.  This is only resolved by restarting the physical server.

Errors in the jde.log appear as:

7536/4636 MAIN_THREAD Sun Oct 14 01:08:25.460001 ODBC_P1.C1568
ODB0000164 - STMT:00 [08S01][121][2] [Microsoft][SQL Server Native Client 10.0]TCP Provider: The semaphore timeout period has expired.
