E1: FDA: Resize in TR 9.2.2 Causes Horizontal Scroll Bar

Symptoms
In 9.2.2.2, header forms resized in any browser in 9.2 causes a horizontal scroll bar to appear whether the Full Elongation setting is ON, OFF, or DEFAULT.
Expect resized/minimized screen to render full screen and not force the use of a horizontal scroll bar.
The issue can be reproduced at will with the following steps:
1. Access P09631 (the screen is not full screen and there is no horizontal scroll bar).
2. Maximize the browser window.
3. Minimize/resize again.
4. Notice the form does not extend to the full size of the browser. Instead, a horizontal scroll bar appears and the user has to scroll to be able to see the right side of the form.
Due to this issue, users are forced to use the horizontal scroll bar.
Changes
Upgrade to Tools Release 9.2.2.2.
