Zero Balance Adjustments (ZBA) are automatically created by certain inventory and procurement applications to adjust the inventory amount in the General Ledger if inventory quantity goes to zero while there is still a cost in the G/L. For foreign transactions, there are corresponding records for ZBA written to F0911 for AA and CA ledger. CA amounts are not populated, while AA amounts exist. Since CA lines have zero as amount, this misleads to the non-creation of XA lines by R11411.

The issue was initially reported on procurement side and the Bug 27386637 - ZERO BALANCE ADJUSTMENT (ZBA) RECORDS WITH ZERO AMOUNT FOR CA LEDGER TYPE was created to report the issue. The bug was closed as FAD for the following reason: Procurement functionality will not create CA amounts and this per design. Restatement won't happen for ZBA AA amount, this is also by design.
