E1: WRKFLW: Stop 'RD LANG MISMATCH' Email if Submitting User Preference is not Set to an External Email (Doc ID 2469003.1)

Symptoms

ISSUE: Currently an Email with "RD LANG MISMATCH" is sent in some cases as described in the document(Doc ID 1220026.1). But system is still sending an email to the SMTP server even SUBMITING USER has turned off an external EMAIL in the user preferences? 

REASON: While trying to determine the email address of USER if an external Email address record is not found or messaging indicator is set to OFF , the system assumes an incorrect email address in format AB#@EnterpriseOneInternalMailbox  

EXAMPLE: 6002@EnterpriseOneInternalMailbox, this is not a valid address and it can trigger Several emails from embedded BIP on SMTP server. logging can see messages as below :

PROPOSED OUTCOME: If SUBMITING USER has turned off an external EMAIL in the user preferences, an email like 6002@EnterpriseOneInternalMailbox) should not be triggered with incorrect from and to address.
