E1: 31: WO Issue Reversal with Different Document Type (DCT) not Entered as Unplanned (Doc ID 2471347.1)

Symptoms

Data Integrity is impacted in WO Parts List (F3111) when doing issue reversal with a different document type (DCT) and not creating the reversal as a new line (unplanned), as it is required, but instead it is reported in the original WO issue line in P31113. 
P31113 does not error, thus allowing user to proceed and accept the transaction where Unaccounted units (CTS1) calculation is wrongly done.
If user does not realize that CTS1 is wrong, and proceeds with accounting, the corresponding issues and reversals journal entries will be wrong and out of balance with the recorded stock transactions in the Cardex, wrong values in Actual units/amount (CCCU/CCCA) in F3102 table, plus originating false material variances.
