Symptoms

After upgrading to 9.2.30 the BSSV package deployment failed using R98825F. The server manager method works fine to deploy the BSSV package.

Error in the jde.log: 

JdeJvm::CheckForExceptions() - Java Exception encountered : javax.xml.transform.TransformerFactoryConfigurationError: Provider oracle.xml.jaxp.JXSAXTransformerFactory not found
