E1: ESU: Apply ESU from P96470 Crashes on Windows 2016 (Doc ID 2476244.1)

The ESU application P96470 will crash with a memory violation, when you try to apply any ESU. The jde.log has the below error message.

Issue happens if the deployment server is based on a Windows 2016 Operating System.
