E1: BSSV: Business service Build Fails Due to Corrupted Specs In F98780R (Doc ID 2476541.1)

Symptoms

Upgraded tools release from 9.1.x to 9.2.1.x. Corrected the custom BSSV objects Java class as per latest class files and checked in.

But we could still see BSSV build is using old specs and it is failing to build the package successfully with below missing code/class errors

[javac] D:\E910\PD910\package\PDBS1125A\java\wls\source\oracle\e1\bssv\util\J59U001A\GetTractorsAndTrailersEasthamClass.java:138: error: cannot find symbol
[javac] FileUtils.copyFile(source, dest);
[javac] ^
[javac] symbol: variable FileUtils
[javac] location: class GetTractorsAndTrailersEasthamClass
[javac] D:\E910\PD910\package\PDBS1125A\java\wls\source\oracle\e1\bssv\util\J59U001A\GetTractorsAndTrailersEasthamClass.java:216: error: cannot find symbol
[javac] FileUtils.copyFile(source, dest);

 But if we compile same objects in a fat client. It compiles successfully.
