Symptoms
If the password value in the "Bootstrap Session" is not populated for the HTML Server instance running tools release 9.2.3.1 , then the login page never loads. Only a blank screen is shown. In general only Bootstrap Environment and Bootstrap User needs to be updated in JDBj-BOOTSTRAP SESSION.
