Using Jdeveloper 12.2.1.0.0

Trying to test the local consumer JRH90I34 and on Step 8 of Doc ID 1346096.1. Steps to test the BSSV consumer scenario with the RI - JRH90I34 running on Integrated WLS. The option for SBF Config and SBFProjects do not show from project properties.
