E1: 49: Basic Document Set Preference Not resolved when Advanced Preference is Set up (Doc ID 2486116.1)

Customer has set up Standard Preference 30 - Document Set preference for All Customer/All Items entry and it is working successfully. They then created a Customer Only DOCSET using Advanced Preference for a single customer. This preference is working as expected as well, however the Standard Preference 30 for All Customers/All Items that drives the default Document Set for all other customers will no longer resolve.
When the Delivery Document Selection Form displays during Shipment Confirmation (P49645), no documents are displayed.


STEPS

The issue can be reproduced at will with the following steps:
1. Set up Standard Preference 30 - Document Set preference for All Customer/All Items
2. Customer Only DOCSET using Advanced Preference for a single customer
3. Enter order / shipment
4. When running Document print of Ship confirm P49645 the advanced preference is resolved for the one customer but the basic one is not resolved for any other customers
