ACTUAL BEHAVIOR
---------------
Excludable and taxable not correct for non-taxable pay types.
When an employee is taxed in both his worked state and residence state the excludable and taxable are not correct. The excludable does not include non-taxable pay types. This seems to break when the employee has excludable deductions like 401k and medical as well as an excludable pay types.
