Symptoms

Employee has Federal and State income tax from the beginning of the year.  Mid-year, the employee's tax method (FICM) is changed from blank to F (which would make the taxes exempt from both Federal and State income tax).  With this scenario, the system is currently placing State income wages in the Excess area.  The expectation is that the wages would go to the Excludable column (just like Federal A) as there is no limit on Federal and State income wages/taxes.
