E1: 42: P4210 Allows Creation Of Orphaned F4201 Records - Request Error 42Z1 Returned to P4210 Like it is for P42101 When No Sales Order Details Exist (Doc ID 2501100.1)

Symptoms

EnterpriseOne 9.1
When entering a sales order via Traditional Sales Order Entry (P4210), users are able create orphaned Sales Order Header (F4201) records by entering a sales order header, then by clicking the OK button on the Sales Order Detail screen without entering a sales order detail line (F4211) in the grid.

Although the sales header (F4201) record was created with a sales order number, it cannot be retrieved from its header record using Customer Service Inquiry (P4210).

This is in contrast to the Powerform Sales Order Entry (P42101). If you enter a header record and attempt to click the Submit and Close button without a sales detail line, the system returns the following error:

The request is for Traditional Sales Order Entry (P4210) to also issue the same error as Powerform Sales Order Entry (P42101) preventing the creation of orphaned Sales Order Header (F4201) records.
