E1: 13: R1304 Uses Two Billing Rates bug F0911 not Created Correctly (Doc ID 2504703.1)

Symptoms

If the R1304 processes over a period of time where the F1301 billing rate changes, the system will bill at the first rate for the monthly prorated days correctly. If run in final, the F1304 for the first rate will be updated and the corresponding F0911 record will be created. However, for the period of days using the second F1301 billing rate, the F1304 will be updated but without the corresponding F0911 record.

This problem occurs when the "Billing Effective Date" processing option (R1304) is set to blank and no Billing Date is used in the Rental Rules, P1302. Note that in the 9.0 release where the "Billing Effective Date" option does not exist, when processing an equipment location record for a period where the billing rate changes (F1301), the system only uses the newer F1301 rate provided that there is no Billing Date in the Rental Rules.
