E1: 49: Inbound Automatic Routing Ignores Purchase Order Carrier

If a Carrier Number is specified in the Purchase Order Header of a transportation order, the shipment does not get auto-routed to that carrier specified in the purchase order.
STEPS TO REPRODUCE
1. Set up 2 routes that allow for auto routing. Each route should have a different carrier number.
2. Enter a transportation purchase order and input the Carrier Number in the PO header.
3. Go to Work with Shipments--> Routing Options and notice the system did not auto route the shipment to the carrier specified in the header.
