E1: ORCH: Report Service Request Defined Interconnect Variables Not Showing as Input Parameters (Doc ID 2509021.1)

Symptoms

Customer has set up an Orchestration with a call to a Report Service Request.  The Report Service Request has been set to Report Interconnect values with variables.  However, the variables are not being shown in the input parameters when attached to the orchestration.
Customer tried clearing xml cache, recreating both the orchestration and Report Service Request.
