E1: 40R: R47171 Does Not process Remaining Lines of EDOC when one Detail Line Fails (Doc ID 2525541.1)

When running R47171 and one line of the EDI document fails due to invalid data (e.g. the E1 item number linked to the item cross reference is missing an item branch record) then all the remaining detail lines of the same batch that have valid data are not processed either and the entire EDOC fails.
No Demand is created and the EDSP flag is set to N for all lines.
This seems to be dependent on what error cursors. For example when one of the detail lines has an invalid cross reference item number instead, then it will only fail that line and all remaining lines are processed successfully.

The issue can be reproduced at will with the following steps:
1) P47171 Create 1 EDOC with multiple items in Demand detail
2) Enter 3 EDI detail lines where the item on line 2.000 does Not have an Item Branch record
3) Enter EDI Demand Schedule
4) Run R47171 and Check WC and as expected see error for missing item branch
5) Check the EDI Detail and note that None of the lines have been processed and EDSP is Blank
6) Go to Demand Detail P40R10 and Note that No demand has been created, even for the lines that are valid
