E1: 17: Speed Case Entry P90CG601 Time Is Off By an Hour (Doc ID 2528840.1)

Symptoms

On : 9.2 version, Case Management P17500 > P90CG601

During entry of a new case using P17500 Case Management, if the user manually enters the End Time value, the field F1755.ZAPETM is stored with a wrong value. Start and Commit Times are also incorrect, being off by an hour. Previously, P90CG501 and P90CG504 were corrected to display the time in user time zone correctly and to store the time in UTC time.  Same is needed for Speed Case Entry, P90CG601.  

Expect that all times saved to the database be in UTC time and then displayed in user time zone in P90CG601 as is done in P90CG501 and P90CG504.
