Manual Planner with Auto Suggestion function displays different suggestions than the suggestions generated by R46171 Location Selection Driver process.

The issue can be reproduced at will with the following steps:
1.Set 3 random locations.
2.Set Location Dimension Group P46022 for each location.
3.Set Location Characteristic P46022.
4.Set a Warehouse Process field for an item in the Category Codes of a warehouse branch.
5.Set UOM conversions (P41002) for the item.
6.Set Units of Measure Definition (P46011) for EA, CA, PL:
-Capacity Method = 2 Layer Checking
-Brack down
-Allow Rotation
7.There is not Location Capacity (P46024) setup, because it is are using Layer Checking.
8.Set Item Profile P460210.
9.Set Putaway selection P46093 for Warehouse Process.
10.Set Movement Instructions P46095 only for PL and CA UOM.
11.Set Random Requirements P46822 for a random rule.
12.Run R46821 Build Random Location Table and check P46821 Random Location.
The random location has been generated.
13.Run R46027 Build Tiebreaker Files and check P46220 Location Utilization.
14.Enter a purchase order P4310 for 115 EA.
15.Receipt the order P4312 ZJDE0006.
16.In Putaway Requests Inquiry P4600 application the request has created for the order.
17.Run R46171 Location Selection Driver . The application suggested to put 50 EA ( 1 PL) in 2 locations and 15 EA (3 CA) in the third location. These are correct suggestions as per setup.
18.Cancel the suggestions in P4617 Warehouse Confirmation application.
19.Go to P4600, take Row exit and Manual Planner , take Form exit and Auto Suggestion. The application displays different suggestions and only for 2 locations (not 3). These two locations are the same two locations above but in the first location it suggested to put 1 PL , and in the second location it suggested to put 1 PL and 3 CA . This result is incorrect.

Manual Planner with Auto Suggestion function has to suggests the same locations like R46171 Location Selection Driver process.
