E1: GRID: Grid Missing In All Applications After Tools Release Upgrade Irrespective of User Language Set in P0092 (Doc ID 2533702.1)

Symptoms

After upgrading the system to a new Tools Release, the HTML client is not displaying any grids in JDE in both PY and PD.
In addition to all application grids missing, the Help/About and data browser is blank.
This occurs in all browsers.

The issue can be reproduced at will with any of the following scenarios:
1. Access Supplier Ledger Inquiry (P0411). Confirm "No Records Found. Personalize Grid" appears (see screen print below).
2. Access Help/About from any screen. Confirm "Untitled - Google Chrome" "about:blank" is received with a blank window.
3. Access Data Browser from any application. Confirm "No Records Found. Personalize Grid" appears.

Clearing the browser cache does not resolve the issue as the incorrect file(s) return.
