E1 : SVM : Server Manager Console Taking Extremely Long Time to Start Up in Multi Foundation Setup (Doc ID 2535447.1)

Symptoms

In a multi- foundation setup where the managed instances are a mix of 9.1.5.x and 9.2.3.x , the Server Manager Console on tools release 9.2.3.x is taking an extremely long time to start up ( 20 minutes to 1 hour ) based on the number  of server groups configured. 

While checking the e1agent_0_log  under C:\jde_home(SMC install location)\logs , there are errors . However we can see registering runtime metrics and ini paramters are taking up to a minute .
