E1: 31: Warning (or Error) Message Should be Triggered in P48013 when Item Routing is Inneffective (Doc ID 2536264.1)

Symptoms

P48013 - Work Order Header
P31123 - WO Completions with Superbackflush

Use case for raising a Work Order/attaching routing with different data sets:
1. No routing exists for item/branch at all:
Add Work order -> Routing does not exist (Yellow Warning 3552)
Copy Routing -> Routing not found (Red Hard Error 009T)

2. A Routing exists item/branch, but with past dates (i.e. it is ineffective).
Add Work order -> No Warning or Error
Copy Routing -> Copy From - Failed Due to Dates (Red Hard Error 3655)

In the situation of adding a WO where there is an ineffective Routing, a warning (at least) should be given to alert the user to this fact. This is causing Superbackflush to fail as there are no Routings on WOs.
As this is all automated, it is a right pain and causes lots of extra work.
