E1: JAS: Local Web Shows a Blank Screen

After installing a new Development Client and install also the WebDev Feature, when starting the Local Web, the screen is blank except the top part of the screen:
Checking the Local Web JAS logs, there is an error reported while trying to access the serialized objects tables from E1Local stating that the tables does not exists:
No changes have been performed
