E1: OVR: Users are Getting the Blank Screen When Accessing the Shared OVR URL but Users are able to execute the OVR report by login into E1

OVR feature enabled on E1. Users are able to create a OVR report and share the report. However if users shared the OVR link with other users they are getting blank screen but Users are able to run the report when running the report by login into E1
Steps To Replicate the issue
The issue can be reproduced at will with the following steps:
- Login into E1 Web client using chrome
- Open P01012
- Find the data
- click on OneView
- Select the custom OVR report
- OVR report opened in new window on URL --> http://BIP:9502/xmlpserver/viewer.jsp?_xpt=1&_xdo=%2F~weblogic%2Fruntime%2FOMFMh7gBaWsxJWhkI_-UwSFMCMh-ov7SlSEGztYbI3oBIaNc4K%2F69163edf20cb40649f567a243c92618a.xdo&_xt=Custom&_xl=en&_xf=analyze&_xtoken=0517B1B5771021F1438824F442F0CB56
- Copied the URL and tried opening on IE --> We are getting blank screen
