E1: CAF1: CafeOne Layout Dropdown Missing for Certain Users in Specific Form (Doc ID 2544848.1)

Symptoms

For some users, cafeone layout option is missing in a specific form even though there are a number of shared layouts for the same form and those users have the required view security for those layouts. Other forms within the same application have the layout option visible and the shared layouts are available for selection. Below errors are observed in the e1root log:


Also, these users do see 'Edit Form Layout' option to add/edit layouts but nothing happens when they click on it.
