E1: MOBJ: Error "Media Object Fetch Image Failed" Appears When Trying To Retrieve Media Object File in 9.2.3.X with Iseries File Server FTP Configuration. (Doc ID 2545615.1)

Symptoms

Media Object storage is configured to use FTP from Iseries File Server. After upgrading the tools release to 9.2.3.2, any attempt to retrieve media object files that are not present in weblogic cache (webclient.war/moqueue folder)
results in following error 

Media Object Fetch Image Failed


The fetch is successful and file is displayed successfully as long as the file is present in webclient.war/moqueue folder on web server. However if the file is not present in weblogic cache , then any attempt to view MOBJ attachment fails with above error message.

There is no error while uploading the attachment. 

E1root log at debug level will show below messages:
