E1: 34 R3483 Quickly Stops Working Shows E Status (Error) in Submitted Jobs but No Error Messages (Doc ID 2553532.1)

Symptoms

All versions of R3483 started failing on the AS400 enterprise server. No changes have been made or promoted to PD before this started happening for this ube. On a Windows platform R3483 shows as complete but generates no new F3411 records. When manually entering an MRP Message in P3411 the error Duplicate Key Not Aloowed may be given. When viewed in Data Browser it may appear that there are multiple records with UKID = 999999999999999 (15 9s)

Reviewing the jdedebug.log shows UKID with 16 characters. (Example 1000000000000003). The UKID is defined in Data Dictionary as 15 Characters and some systems will see this as a fatal error while others process but are unable to create records in the F3411 or the records can not be viewed.
