E1: INST: "Obsolete JDE.INI" Error When Running the activeConsole (Doc ID 2554590.1)

Symptoms

This was a new Windows machine deployed on Oracle Cloud that will be used as Development Client. To this machine it was attached a Volume drive that was previously attached to another Development Client machine. This Volume drive has JDE Development Client software already installed on it (32-bit Oracle DB Client, OEE Local Database, EnterpriseOne E910 Client, etc.). 

When running the activeConsole, the following screen error occurs:
