E1: PAGE: E1 Page Links Not Working. Application or UBEs Are Not Launched When Clicking on Links or E1 Page Action Icons within E1 Page

Symptoms
After upgrading the apps release from 9.1 to 9.2, E1 pages are not working. The Pages appear fine when user logs in, however, nothing happens when clicking on the application or UBE link items in E1 Page. No error appears on screen, yet the expected task is not executed . All E1 pages have this issue.
