JDE1: 51: R519901 Does Not Delete/Clear Projected Final Amounts When MOC Changed To "N" (Doc ID 2559210.1)

Symptoms

On : 9.2 version, Project Costing

ACTUAL BEHAVIOR
---------------
Using the R519901 changing a MOC from S to N does not clear out the projected final amount on the JSI

EXPECTED BEHAVIOR
-----------------------
When the R519901 is run it should call the X51013, calculate that the projected final amount should be zero and properly either delete or clear the HA record for the account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a job that uses account with MOC S & I
2. Post actual amounts to the I accounts - but nothing to the S account
3. View job on JSI see that the S account shows the Projected Final Amount
4. Run the R519901 to change the S account to N.
5. View Job on JSI
6. Note that the S account is now an N - but the Projected Final Amount
remains.
7. Run the R51803 over the job.
8. Note that the Projected Final Amount still shows on the JSI screen.
