E1: OCI: On-Premise Migration fails with Load Configuration Objects Error (Doc ID 2566873.1)

Symptoms

Tools Release 9.2.3.3 and lower

Migration Utility is failing to export table information to XML files when it is running from Change Assistant. The step of the failure is Load configuration Objects.

 

When checking the debug logs, the problem looks to be related to the import of the R98403XA batch, version XJDE0002. This object is delivered by the Migration Utility and behind the scenes the utility tries to use OMW to restore it from the delivered .par file.
