E1: 31: P31116 Should Use DD Item RCD Instead Of REAC For Reason Codes (Doc ID 2576758.1)

Back in version 8.9, Oracle changed some of the shop floor files to use DD item RCD instead of REAC for reason codes.  RDC uses UDC table 42/RC
(3-character codes) while REAC uses UDC table 31/RC (2-character codes).  Programs such as P31114 and P31115 now use 3-character reason codes from UDC 42/RC and write these to the item ledger (F4111).

However, development did not change the component scrap program (P31116) to use DD item RCD.  It is still using DD item REAC which uses the 2-character reason codes from UDC 31/RC.

This causes issues because the Item Ledger shows a blank description for these reason codes (Custom Modification) since they do not exist in 42/RC.
This also affects the BI Publishing reporting.
