E1: 31A: Simulated Cost Rollup (R30812) Keeps Increasing the X Costs for Co Products when *OP Steps Exist on Process' Routing

Symptoms
After taking the ESU JN16794 for Bug 29259405 and Bug 29257903, the fix for Bug 27463929 has been reverted, therefore the same issue fixed in the past is now reoccurring when using process items with X costs and *OP routing steps. If a process manufacturing item has extra costs defined and if outside operation steps exist on the routing, all cost components are calculated correctly after simulating and freezing the costs. However, if re-running R30812 for the same process manufacturing items, the system keeps incrementing the X costs values distributed among Co Products.
