E1: 46: Error ID 3542 "Phase 2 Suggestion Can Not Be Confirmed" While Doing Confirmation Of 2nd Phase Replenishment

Symptoms
R461601 Batch Replenishment
F4611 Suggestion Sequence (Alias: SGSQ) and F4611 Related Sugg. Seq. (Alias:RSSQ) are not in sync for two phase replenishment items when running R461601 Batch Replenishment.
This is causing Error ID 3542 "Phase 2 suggestion can not be confirmed" later in the process when trying to confirm the second phase in P4617 Confirmation.
This happens when one item needs to be picked from 2 locations as one of the locations doesn't have enough quantity. After second attempt of picking from 2nd location ,still few quantity can't be picked so one extra line is created with Error 3448.
