After applying ESU JM22552 and supporting baseline ESUs, FICA and medicare no longer calculate for EEs with no wages but that have GTL "income" that is calculated during the payroll.
If the EE has both Wages and GTL, the system includes the GTL amount in the Taxable Gross for FICA and Medicare
But if the same EE only has GTL as income and not wages, the system does not calculate FICA or Medicare.  This was not the case before taking the ESUs.
