IT Reversal - Item Location Record In F41021 Does Not Exist And The Record Is Not Created (Doc ID 2585762.1)

Symptoms

IT reversal - Item Location Record in F41021 does not exist and the record is not created

Client creates an inventory transfer to transfer all quantities for one item, from one location to other. Then the location was purged from the Item location file F41021 since there was no stock and no open orders.
Immediately, the Inventory Transfer was reversed, however the user gets error 3259, Item Location Not Found..
An inventory adjustment (P4114) under the same circumstances, works correctly. (a warning is displayed since the item location record does not exist anymore, but the record is created again and the IA reversal is saved as expected.)
