E1: OVR: F952400 Does Not Have Any OVR Records After Tools Upgrade (Doc ID 2587197.1)

Symptoms

After Upgrade from 9.1 to 9.2 (Tools 9.2.2.8) when go to P98220U (Work with UDO) application and try to run/share any Standard OVR Report it throws an error that "Object Retrieval Failure". There were some more identifiers as given below:

1. Able to create new OVR from any other standard application.
2. While checking F9860W , F9861W and F952400 table records, it's found that,  F952400 is completely blank and seeing only newly created OVR records in the table not the standard 9.2 OVR records.
3. After running following TCs (R89952400, R89952400L, R89952400O) , though TC is completed successfully but still F952400 is not updated with the OVR records.
4. Also, noticed that, F952400 is empty in the Pristine as well as in Planner environment as well.
