Symptoms

When processing the Location Billings batch program (R1304) where a previous billing was created during a rate change in the F1301, subsequent processing over the asset will result in blank pages on the pdf. This issue occurs when leaving the Billing Effective Date processing option blank in order to use the Location Effective Date. The problem is similar to the issue reported in bug 28372348.
