Goal

Is it possible to set Service Level Rule in such a way that allows all lines on the order to completely fulfill first before the order is released by R4277703?

Example
-------------
Item has 70 available and there are 3 lines on the order all for the same item.
line 1 = 40
line 2 = 40
line 3 = 40

Client would like line 1 to fulfill and remain fulfilled until the entire order is fulfilled. Once the entire order is fulfilled, the order can be released by R4277703.
