Symptoms

R3483 Multi-Plant MRP is generating Expedite/Defer (and/or) Decrease/Increase MRP action messages for manufactured items with open work orders inside the items freeze fence days.

The issue can be reproduced at will with the following steps:
1] Setup an Item Order Policy Code to 4 (Periods of Supply) Value Order Policy = 6 Days
2] Setup an Item that has a freeze fence days value (example 10 days)
3] Add a work order with a due date inside its freeze fence days value and for a quantity of 100 EA
4] Add a demand requirement with a due date inside its freeze fence days value but not equal to the supply date of the work order, and for a quantity (150) greater than the quantity on the open supply work order inside the freeze fence
5] Run R3483 MRP and observe G - Increase order quantity message is generated on an existing work order planned inside the freeze fence. to generate an MRP planned order action message for the additional quantity needed to satisfy the demand requirement with a recommended requested date outside the freeze fence.

MRP should have generated a new order message outside the freeze fence to meet the excess demand quantity.
