E1: SVM: Terminate and Send Message Buttons Disappear with Error "An internal error occurred while generating the controls to force logout a session and broadcast messages to user sessions" (Doc ID 2592286.1)

Symptoms

In Server Manager , after selecting user sessions link, if a user selects  'All" instances for terminating user sessions or sending messages to all logged in users of an html server instance, a warning is displayed on screen and the 'Terminate' and "Send Message" Buttons disappear. However no issues are observed when selecting a specific instance. For example:

If selecting just one instance we can see options to send message and terminate sessions are available :

If we select All instances we get a warning as below
