E1: 46: R46171 Creating Multiple Pick Suggestions For Same Serial Number When Large Number of Orders are Processed Simultaneously

Symptoms
Customer is creating Sales orders through EDI 850 sales order inbound (R47011) which are creating Warehouse Pick requests and which are processed through R46171 - Process Pick Requests running in subsystem.
In this set up customer has 20 subsystem threads of R47011 and 40 subsystem versions each, of R46171 and R46471 active.
What happens is that intermittently multiple pick suggestions are created for the same serial number (multiple sales order lines) which results in over-committed inventory locations.
When the issue occurs, separate R46171 threads are processing unique orders concurrently from two or more of the R47011 threads.
The issue happens in a high volume environment when multiple sales order lines are processing for the same item/branch in a near concurrent time frame.
In addition to volume, the likelihood of a duplicate serial number commitment increases based on the number of unique serial numbers in a branch.
So for example if there is a high number of serial numbers (e.g. 500) in anticipation of a specific business event then the issue seem to happen more often.
The user cannot predict which serial numbers will receive multiple suggestions, however it is easy to replicate the condition in general. In many cases, customer will receive three or four suggestions for a single serial number.
