When using a RULE which is testing for NULL values or "" empty string, the condition always results to FALSE (not reading the NULL value correctly)

Steps to Replicate

1. Create a RULE to test for string = NULL or string = ""

2. Test where field data is blank.

3. See condition is always set to FALSE
