E1: E1PAGE: All E1 Pages Not Visible, E1 Page Bar Does Not Appear or Not Displayed or Missing When Application Security Set to No for *ALL Object

Symptoms
After upgrading to 9.2 from 9.1 tools release, the majority or users/roles cannot see Classic E1 Page that they have been granted permission to view via UDO view security.
However, any user or role that has an entry in P00950 for Application Security with permissions for *ALL objects & Run = "Yes" in P00950 are not impacted. User or Role had it set to "No", experience the issue.
Some situation newly created Classic E1 Pages are not impacted.
Changes
Upgrade to Application Release 9.2 and Tools Release 9.2.3.x
