Associating an existing serial number to a rework order ends in an error "serial number already associated" with error ID 4720

The issue can be reproduced at will with the following steps:
1. P4101/P41026 - Create a 'S' stocking type item with lot process code = 7
2. P4114 - Add on hand inventory of 1 quantities and define new lot / serial number and location
3. P48013 - Created a work order for 1 quantity
4. P3111 - Manually added parts list same as parent item GP-SN1
5. P31113 - Issued component for 1 quantities for lot/serial number and location
6. P3105 - Set the processing option - Duplicate Serial Numbers: to blank
7. P48013 - Inquire on work order. Take row exit to serial numbers
8. P3105 - Take form exit to revisions
9. P3105 - Enter the same serial number and click OK
10. P31114 - Do a completions against the serial number and save

Create a rework order
11. P48013 - Create a new rework order for the same item for quantity 1
12. P3105 - Take row exit to serial numbers
13. Form exit - revision and associate the same serial number and observe it ends in an error "Serial Number Already Associated" with Error ID 4720
