E1: OMW: Check-Out from DEFAULT Project Fails with Error "Transfer Activity Rules Do No Exist" in Tools Release 9.2.3.5 and prior to 9.2.4.3 (Doc ID 2610107.1)

Symptoms

On Tools Release 9.2.3.5, when user performs a check-out on any object from the user's Default Project in the Object Management Workbench application (OMW - P98220), check-out fails.  If the user exits out of OMW and then relaunches OMW again, check-out for the same object type (example APPL) will then work. However, checkout will fail again if user tries to check-out another object type. The user will need to exit out of OMW and relaunch OMW again to check-out another object type. This error will occur the first time for each object type in the default project only.

This issue only occurs in user's default project. It does not occur if user creates a new project in OMW and perform the check out for the object in the new project.

Steps to Duplicate:

1. Login to DV920 on development fat client.
2. Enter OMW in fast path.
3. In the User's Default Project (at status 21, with OMW Role 02), move any object (Example: P01012) into the project.
4. Check out the object.
5, The checkout will fail with the error.
