Symptoms

When a user logs in to Orchestrator Studio, the Notifications Button / Icon /Tile  is disabled and "Access Denied" error appears when hovering over the Notification tile. All other buttons are enabled and can be accessed successfully. 

All security settings including Feature/Action/View security have been verified to be setup correctly.
