E1: 07: Time Entry Batch Processor (R05116Z1I) Does Not Validate ABR1-4 and ABT1-4

Symptoms
Time Entry Batch Processor (R051161I) does not validate for valid values in fields ABR1-4 and ABT1-4. If there are invalid values in ABR1-4 and ABT1-4, R05116Z1I will run successfully without error creating F06116 records but if a change is made to the uploaded timecard, the fields are then validated and error is received regarding invalid UDC values.
Steps:
1. Create an employee.
2. Populate the F06116Z1.
3. SQL F06116Z1 to populate ABR1-4 and ABT1-4 and populate with invalid value.
4. Submit R05116Z1I and verify no error.
5. Inquire on timecard in P051121 and make change to existing line that was uploaded.
