E1: 43: Approval Skips The Next User When Originator Is On The Route After Delegation (Doc ID 2616578.1)

Symptoms

User enters the requisition using P4310 which goes through approvals.
The originator is on the first level. Now the second level approver delegates
his authority to the originator. When this happens, the systems approves the
req / PO and it does not go to the third level.
 
If the delegation occurs before the req is entered, then the it goes to third
level for approval as expected.

Steps To Duplicate:
Case 1
1. Create a 3 step approval in P43008 with originator on first level
From 1 -> User A
From 25 -> User B
From 75 -> User C
2. Enter a req for $30 in P4310
3. Delegate from B to A in P43280
4. User A approves it and it does not go to User c
 
case 2 -
1. Create a 3 step approval in P43008 with originator on first level
From 1 -> User A
From 25 -> User B
From 75 -> User C
2. Delegate from B to A in P43280
3. Enter a req for $30 in P4310
4. Req goes for approval of User C in P43081
